Construction will be done in phases to minimize the impact on park visitors. Until construction is completed, park visitors may see necessary trail closures and reduced park access to ensure the public’s safety.

• Trail Closures: Trails will be closed in phases to preserve the public’s access to walking paths and bike trails in the park as much as possible. Be alert for any trail closures and possible rerouting to your normal path.
• Reduced Park Access & Amenities: Sections of the park and associated amenities may be closed, as needed, to ensure a safe construction site. Parking spaces may also be limited during construction work.

Project Overview

Moulton Niguel Water District will replace nearly two miles of sewer pipelines within the Laguna Niguel Regional Park. The existing pipelines carry wastewater from Moulton Niguel’s largest pump station to the Regional Wastewater Treatment Plant.

The new pipelines will better withstand the effects of severe storms and seismic events and help to ensure continued safe and reliable service.

The project is supported by a $10.3 million federal grant, administered by the California Office of Emergency Services and funded by the Federal Emergency Management Agency’s Hazard Mitigation Grant Program.

Project Benefits

• Fiscal Responsibility: A $10.3 million federal grant will help to offset a substantial amount of the cost of the project, significantly reducing the financial burden on the District’s customers.

Lane Closures on Alicia Parkway

Beginning Monday, March 9, 2026, through early April 2026, one southbound lane and two northbound lanes on Alicia Parkway between Aliso Creek Road and Kite Hill Drive will be closed while Moulton Niguel contractors perform work associated with the District’s Regional Force Main Replacement Project.
